The postal system in Cambodia leaves a lot to be desired. Packages or letters sent from places as close as Thailand can take over a month to arrive or never arrive at all. Make sure you witness the stamp you buy for 2,200 Riel being put on that postcard back to the western world. Internet connections are of course limited in this part of the world and expensive. In Phnom Penh however Internet cafes are significantly cheaper than in other places like Siem Reap with the average rate in Phnom Penh being 1,500 Riel an hour compared to 4,000 Riel (US$1) in Siem Reap. Dedicated and dial-up connections for personal users are expensive as well with a dedicated, 64kbps circuit costing $400 USD per month! There is a new company in town called "Telesurf" which is advertising broadband, wireless connections which does seem to be working reasonably well after you get their antenna and equipment installed properly.
